Govt e-marketplace that officially rolled out on 9/8/2016, was recommended by govt think tanks (budgeting and good governance) just 8 months earlier. GeM aims for "transformational change" in the entire public sector procurement for Centre, State, UT and PSUs. It utilizes indigenous IT skills to create a bespoke amazon-type platform. Rather than going for RFP, tender & evaluation for each purchase, suppliers can market their wares directly on it.
Central purchasing isn't new—as OECD countries have done it years back. South Korea is using it to promote manufacturing in Korea. GeM is designed to capture both these benefits. It would be transparent and hassle-free, save around Rs 20,000 crore (10% out of Rs 200K crore), promote Make in India and deliver better quality services.
Uniquely services will also be part of this platform. 10 to 11 service modules will be launched shortly (at 11/16). Taxis and car leasing are two significant expense. Under taxi module, users can register complaints and suppliers incur deductions for bad service.
How Modi government will use GeM to cut corruption in India and its online marketplaces
Govt will release an RFP to technology players interested in managing the GeM portal for 5-7yrs. Management companies may get 0.5% commission. Govt has specified that software code and cloud should be open sourced.
