Govt starts with building facilities & trainers. It identifies skills and certification norms. It links training to the prevailing job market. Funding of 6 lakh crore comes from 1) school and higher education (vocational training) 2) existing employment 3) Govt job incentives to avail upfront training for job offers 4) PSU can set up specialist training (eg railways) 5) Own resources esp to advance in career. Emphasis on quality, suitability, credibility, recognition, and transferability.
