Metro-rail projects of 500 km under-construction amount to a huge investment in India's metropolitan cities. And much larger route-km is in advanced planning! But as some CMs have complained about poor ridership and loss-making projects, the Urban Development ministry has mandated that all metro-rail projects are cleared on viability.
