Left amazed by Javadekar's speed and clarity. If PMO's idea of world-class institutes was to train foreign students in India, then why put limits on the foreign intake? It's eminently sensible to:
1) Fund IIITs on PPP as their purpose is to supply skilled manpower for specific private sector purposes
2) Attach Govt funded-IIITs off-campus to existing universities &
3) Grant diploma, degree, post-grad degree as par for the course.
