Chhattisgarh has every right to use Mahanadi waters for irrigation, drinking water and industrial use, esp as the majority drains in the state. Odisha should follow suit rather than being anti-development. To say the barrages are illegal is wrong. However, coordination with Odisha is desirable in order to prevent floods during monsoons, and excess uptake during the dry seasons.

1. Environment Impact Assessment was done, DPRs were prepared, Central Water Commission had consented and no objections were raised by Odisha at the time.


2. CG has agreed to set up a Joint Control Board.


3. Impact on Hirakud dam in Odisha is minimal during the monsoon season.


4. Flood control measures are missing in Odisha: A large reservoir on the Mahanadi downstream at a sufficient distance from Hirakud, and a number of medium to minor dams on its tributaries could be constructed (more in link 1). Hirakud dam is silting fast (more in link 2).


5. If Odisha builds the reservoir and dams, it can irrigate its lands.


6. CG needs industry for all-round development. Water for such purposes is justified, provided efforts are also made on conservation, recycling of wastewater, sewage treatment and pollution control.

Environment impact study into Kelo Project

Kelo project does not violate any interstate aspects of river water sharing.
53% of drainage area of Mahanadi River is in CG. Rest is mainly in Odisha. CG is entitled to use 26542 Mm3. Water utilization net of all schemes, will be 7473 Mm3 or 28.2%.

Purpose served by Kelo project
Area is backward farming region with predominantly SC/ST demography. Project will provide assured irrigation to 23,000 ha as well as drinking water to Raigarh town and other (industrial) purpose.
